Baltimore & Potomac Railroad Tunnel Project, Federal Railroad Administration
RK&K completed Section 106, 4(f), and NEPA-related tasks for FRA, MDOT and Amtrak to address the structural and operational deficiencies of an 1873 railroad alignment and tunnel located in dense urban neighborhoods with numerous historic resources. RK&K’s architectural historians worked closely with the clients and stakeholders to delineate the area of potential effects, identify historic properties and classify contributing and non-contributing elements to historic districts. Products included a detailed technical report, MD SHPO Determination of Eligibility Forms and an effects assessment report. The team aided FRA in its coordination with consulting parties and the Advisory Council on Historic Preservation concerning numerous adverse effects to historic properties. Efforts included organizing and facilitating a large number of consulting parties meetings.
